Free Time, and Detention and Storage Charges
It is the customer's responsibility to track their container and make alternate arrangements if estimated availability dates change. The storage fees are not fees assessed by Matson; these are port terminal storage fees, and are paid to the port authority directly. These terminal storage fees cannot be waived. Port storage fees are payable to the Port. Fees are charged due to the Port having to store your container past the allotted free time.

Free Time for Equipment, and Detention and Storage Charges - Hawaii
A. Free Time and Detention Charges for Equipment Removed for Unloading at CY - Hawaii
1. Except as otherwise provided in individual rate items, free time for (1) shipments in containers or trailers at Container Yard (CY) Hawaii and (2) containers on chassis, chassis, or trailers removed from CY for unloading will commence with the first 0001 hours (one minute after midnight) following discharge of the last westbound container. Should the first 0001 hours following discharge of the westbound container occur on a Saturday, Sunday, or Holiday, then free time will start at 0001 hours on the first work day thereafter, and shall be a total of, not including the hours of any Saturday, Sunday, or Holiday:
- 10 days per container on chassis, chassis, or trailer except as otherwise provided.
- 6 days per container on chassis, chassis or trailer for cargo moving under rates in refrigerated containers.
- Carrier will notify consignee or its designated agent of availability of cargo by telephone, facsimile, U.S. mail, or electronic means.
2. For containers and/or trailers made available by carrier at a single destination port to a single consignee of record within the seven (7) calendar days commencing on Sunday at 0001 and ending on Saturday at 2400, on one or more vessels and/or on one or more Bills of Lading, Detention Day Credits will be provided in accordance with the table below. These Detention Day Credits may be applied to any one or more of the containers and/or trailers made available by carrier in the same seven (7) day calendar period. A maximum of 85 Detention Day Credits will be provided per consignee for each seven (7) day calendar period as specified above. Detention Day Credits shall be credited against detention days billable in the order in which the late equipment is returned to the CY until Detention Day Credits are used; thereafter, Equipment Storage and Detention Charges as provided in Rule 910(b) apply. The following table sets forth the minimum and maximum Detention Day Credits provided, based on the number of containers and/or trailers available by carrier.

3. In lieu of returning the empty container on chassis, chassis, or trailer to the CY, consignee or its agent may, with carrier's consent, deliver the empty equipment to another party for loading of an Eastbound shipment and the responsibility of the consignee or its agent shall cease when the equipment is so delivered and a clean receipt therefore is acknowledged by the authorized receiving party. For the purpose of assessing detention charges the date and time when equipment is surrendered to the receiving party shall govern.
4. Loaded containers removed from the CY by the consignee unloaded and utilized for an outbound shipment by the same consignee or its agent, will have the combined free time applicable for origin and destination equal to the sum of the free time in Rule 910(a)(1) and Matson Tariff 15-F, Rule 19(a)(1).
5. Detention Day Credit is defined as an amount that equals the charge per day per unit set forth in Rule 910(b).
B. Detention Charges - Hawaii
When equipment is detained beyond the free time authorized under paragraph (A) above, the following charges will be assessed for each day (24 hours or fraction thereof) in excess of the free time period:

C1. Storage and Free Time for Non-temperature Controlled Containers and Trailers at Hawaii Container Yards
1. Free time for shipments in non-temperature controlled containers or trailers at CY. Hawaii will commence with the first 0001 hours (one minute after midnight) following discharge of the last westbound container shall extend as follows:
- 10 calendar days per container or trailer.
2. Cargo in containers or trailers remaining at CY after expiration of free time shall be assessed storage charges set forth below for each day (24 hours or fraction thereof) in excess of the free time period:

C2. Storage and Free Time for Temperature-Controlled Containers and Trailers at Hawaii Container Yards
1. Free time for shipments in temperature controlled containers or trailers at CY Hawaii will commence with the first 0001 hours (one minute after midnight) following discharge of the last westbound container shall extend as follows:
- 6 business days per container or trailer.
2. Cargo in containers or trailers remaining at CY after expiration of free time shall be assessed storage charges set forth below for each day (24 hours or fraction thereof) in excess of the free time period:

D. Exceptions to Free Time and Detention Provisions
1. Containers, trailers, or chassis owned or leased by shipper or consignee are not subject to detention provisions of this rule except as provided in this paragraph (D)(1). Charges set forth in paragraph (C) of this rule will be assessed against containers or trailers owned or leased by shipper or consignee remaining at CY after expiration of free time set forth in paragraph (C)(1) of this rule.
E. Hazardous Waste
Hazardous waste as defined in 40 C.F.R. 263 must be removed from CY not later than 6 days after notice of arrival is given. Failure to comply with this requirement will result in removal of the hazardous waste to an appropriate location at the expense of the cargo.
F. TAG (The Adherence Group, Inc.)
TAG (The Adherence Group, Inc.) as Carrier's Agent will have the authority to administer detention and storage assessment, billing, and collection.
G. Out Gated Container Days
The actual number of calendar days that containers are out gated for customs inspections shall be added to Storage and Detention free times.
Storage and Free Time at Pacific Coast Container Yards
A. Free Time - Oakland and Tacoma
Free time for shipments in containers or trailers at Oakland and Tacoma CY will commence at 0001 hours (one minute after midnight) following the discharge of the last eastbound container. Should the first 0001 hours following discharge of the last eastbound container occur on a Saturday, Sunday, or Holiday, then free time will start at 0001 hours on the first workday thereafter and shall be a total of, not including the hours of any Saturday, Sunday, or Holiday:
1. 48 hours per container or trailer for any one consignee having less than 15 containers or trailers declared available on any one working day.
2. 72 hours per container or trailer for any one consignee having between 15 and 29 containers or trailers declared available on any one working day.
3. 96 hours per container or trailer for any one consignee having 30 containers or trailers declared available on any one working day. An additional 24 hours of free time will be allowed for each increment of one to 15 containers in excess of 30.
B. Storage Charges - Oakland and Tacoma
Cargo in containers or trailers remaining at Oakland or Tacoma CY after expiration of free time shall be assessed storage charges as follows for each day (24 hours or fraction thereof) stored beyond the free time:

Free time for shipments in containers or trailers at Long Beach CY will commence with the first 0001 hours (one minute after midnight) following discharge of the last eastbound container, and shall be four (4) days. Should the first 0001 hours following the discharge of the last eastbound container occur on a Saturday, Sunday, or Holiday, then free time will start at 0001 hours on the first workday thereafter, excluding the hours of any Saturday, Sunday, or Holiday.
Storage Charges - Long Beach
Cargo in containers remaining at Long Beach CY after expiration of free time shall be assessed storage charges as follows for each day 24 hours or fraction thereof) stored beyond the free time:

Free Time for Equipment and Detention
A. Free Time for Equipment Removed from Hawaii CY for Loading
1. Except as otherwise provided, when a container, chassis, trailer, or a combination thereof is removed from CY for loading pursuant to Rule 17(a), free time for loading and return to the CY shall be 72 hours beginning with the first midnight following removal from CY, except that the hours of any Saturday, Sunday, or Holiday which occur within the initial 72 hour period will not be counted.
B. Free Time for Equipment Removed from Oakland or Tacoma CY for Unloading
1. Except as otherwise provided, when a container, chassis, trailer or combination thereof is removed from CY for unloading pursuant to Rule 17(d) free time for unloading and return to the CY shall be 48 hours beginning with the first midnight following removal from CY except that the hours of any Saturday, Sunday, or Holiday which occur within the initial 48 hour period will not be counted.
B.1 Free Time for Equipment removed from Long Beach CY for Unloading
1. Except as otherwise provided, when a container, chassis, trailer, or combination thereof is removed from Long Beach CY for unloading pursuant to Rule 17(d), free time for unloading and return to Long Beach CY shall be 7 calendar days beginning with the first midnight following removal from CY.
C. Equipment Detention Charges
When equipment is returned to Hawaii, Oakland, or Tacoma CY after expiration of free time in paragraph (A) or (B), detention charges shall be assessed as follows for Hawaii, Oakland, or Tacoma:

C.1 Equipment Detention Charges
When equipment is returned to Long Beach CY after expiration of free time in paragraph (B.1) Long Beach detention charges shall be assessed as follows:
Days 1 through 7:
- $100 per day for non-refrigerated containers/chassis
- $200 per day for refrigerated containers/chassis
Days 8 and beyond:
- $200 per day for non-refrigerated containers/chassis
- $400 per day for refrigerated containers/chassis
D. Exceptions to Free Time and Detention Provisions
1. Containers, trailers, or chassis owned or leased by shipper or consignees are not subject to provisions of this rule.
2. Containers or trailers owned by rail, water, or motor carriers are not subject to provisions of paragraph (B) of this rule when consignee directs Matson Navigation Company (MNC) to interchange the equipment to the owning carrier or a connecting carrier thereof, and MNC is relieved from any further obligation with respect to such equipment.
3. Containers or trailers are not subject to provisions of paragraph (B) of this rule when interchanged with a rail, water, or motor carrier for direct through movement under provisions of an equipment interchange agreement with the connecting carrier.
E. Detention - Vehicles With Power Units
1. Standby charges as specified in paragraph (2) below will be assessed when carrier is required to leave the tractor coupled to the trailer during the loading of a container with goods that are moving under rates which do not include loading by carrier.
2. For Long Beach port: Charges in dollars and cents to be assessed based on time.
