Position Summary:

Under the direction of the manager, human resources, provides administrative support for recruitment, employee benefits, wage administration, personnel administration policies, and personnel processing and records management for employees and retirees.

 
Specific accountabilities:
1. Provides administrative support for the department. Answers inquiries from internal and external customers. Maintains department files, employee personnel history files, composes and prepares correspondence, prepares M-83's, enters employee information into the HR information system. Distributes daily mail. Prepares invoices for payments. Research, compile and provide various statistical reports for internal or external use.

 

2. Maintains MTI files for personnel activity.  Answers queries from employees, managers, department heads, union stewards, and union business agents on personnel related matters.

 

3. Conducts new hire orientation for employees. 

 

4. Works closely with the MTI Accounting department, payroll department in Oakland, and Human Resources in Oakland to assure timely transmittal of information to effect payroll changes, workers' compensation benefits, sick leave pay and vacation pay.

 

5. Maintains, develops and coordinates benefit administration activities and processes for MTI employees. Insures accurate recordkeeping, payment of premiums, and plan distributions.

 

6. Prepare and process retirement pension benefit calculations and other post retirement benefits in compliance with plan documents for employees in the event of retirement, termination, death or attainment of retirement age. Determines eligibility, prepares correspondence, conducts individual meetings with employees, insures completion of required forms, processes benefit payments and required contributions/reimbursements with trustee. Processes premium payments with insurance carriers for retirees. Communicates with Oakland HR. 

 

7. Provides support for pension administration activities such as maintenance and interpretation of plan documents, amendments, summary plan descriptions, and audits.



8.  Represents Matson Employees Federal Credit Union, handles member transactions with Oakland.

 

9. In absence of the other Human Resources staff, assists with the daily human resource operations of the department.

 
 
Essential skills and experience:

  • College degree preferred.

  • Working knowledge of labor and employment laws and regulations.

  • Working knowledge of human resources principles and practices.

  • Working knowledge of personal computers and mainframe systems and related software applications.

  • Advanced-level proficiency in the use of Microsoft Word, Excel, and power point to create reports and presentations.

  • Strong working knowledge of general office procedures and practices.

  • Strong written, oral interpersonal and presentation skills to effectively communicate with all levels of the organization and the public sector, which may include dealing with sensitive, difficult or confrontational issues.

  • Strong commitment to teamwork and customer service.

  • Demonstrated ability to remain cool under pressure, be flexible in a demanding work environment, manage multiple priorities, and exceed goals successfully.

  • Demonstrated ability to pick up on technical things quickly, and to learn new skills and knowledge.

  • Strong organizational and administrative skills and the ability to assess the demands of the job, take proper actions, and handle multiple priorities, projects, and programs with minimal supervision.

  • Ability to handle confidential matters and material discreetly and professionally.

  • Working knowledge in the administration of collective bargaining agreements; benefit administration and consulting in a union environment required.
