Position Summary:
To coordinate, lead, implement or execute as appropriate safety, maintenance, repair and operational activities on Matson Navigation owned/operated vessels. 
 
Specific accountabilities:

  • Act as advocate for company safety program.

  • Support quality, safety, and security audits as a part of the company plans.

  • Supports company commitment to ISO 9001, 14001, OHSAS 18001 certification

  • Supervise Port Engineer activities in areas of M&R and Drydock cost control as necessary.

  • Enforce vessel engineering department overtime controls and Port Engineer comp time control.

  • Ensures timely submission of properly prepared SRs and SPOs and ensures Port Engineers adhere to company NS5 data base policy and procedures.

  • Evaluate and screen voyage repairs. Set up and attend voyage repairs when Port Engineers as necessary.

  • Review and approve, as necessary, spare part and consumable requisitions in NS5 system.

  • Maintains Systems Viability. Insure the Port Engineers use NS5 data base Maintenance and Purchasing modules to the fullest capability of the system.

  • Process Safety Management System NCRs and CARs in a timely fashion.

  • Supervise Port Engineers’ activity with repair contractors and vessel department heads to ensure that repairs, alterations, modifications, and maintenance are completed safely with quality and are cost effective.

  • Makes recommendations to Manager of Fleet Maintenance for assignment of Chief Engineer and First Engineers.

  • Administers orderly consumption of comp time and vacation time for all Port Engineers reporting to him/her.

  • Assist in developing a long range plans to include overhaul, dry-docking, in-port repairs, classification surveys, regulatory surveys (USCG), obsolescence management and similar tasks.

  • Performs other position related duties as specified by management.

 
Essential skills and experience:

  • Minimum five (5) years port engineering experience

  • OR minimum five (5) years of seagoing experience as a Chief Engineer or First Assistant Engineer on a U.S. Coast Guard engineering license, “Steam or motor, any horsepower”

  • OR combination of a Bachelor’s degree in Engineering and three (3) years documented sailing experience on an unlimited license

  • OR minimum five (5) years experience in the Maritime Industry as a Class Surveyor, Naval Architect, Manager Fleet Maintenance/Special Projects or Marine Engineer with University Degree.

  • Must be members of the Union or must become bona fide applicants for membership in the Union, as a condition of continued employment, following the completion of thirty calendar days of employment.

  • Familiarity with the Class rules (ABS, GL and other CG recognized classification societies), the Code of Federal Regulations.

  • Familiarity with International, US and California environmental regulations is desired.

  • Experience with computer-based equipment and personal computers.  A good working knowledge of MS Office Products (Word, Excel, Power Point, Outlook), ABS-NS5 data base and the ability to quickly grasp and work with new systems.

  • Superior writing and documentation skills, excellent communication skills.

  • Exceptional analytical and problem-solving abilities, especially as applied to complex engineering related issues.  Ability to evaluate complex engineering/technical issues, discern root problems, and develop potential solutions is a critical skill requirement.

  • A decisive individual who possesses a "big picture" perspective and is well versed in systems.

  • Good relationship building/interpersonal and influencing skills - ability to work with diverse groups and gain group consensus

  • Basic shipboard equipment troubleshooting skills and problem identification required.

  • Familiarity with ISO 9001:2000 quality systems and the ISM safety management code is desired.

  • Project management experience in the negotiation or administration of contracts for ship construction or overhaul, and experience in the preparation of contract work specifications and cost estimates for the repair, overhaul, conversion or construction of ocean going ships.

  • Successful completion of background checks if required.


Physical Demands & Work Environment



  • General office setting.

  • On site and working aboard the assigned vessel(s).  This involves climbing step/vertical ladders, working in hazardous environments, confined spaces, and work in exposed areas in heat or cold.

  • Should be able to hear and speak clearly using phone/headset to communicate with vendors, crew, Port Engineers and various groups in Matson Navigation; be able to navigate, view and enter information on the computer. 

  • May need to travel frequently, at short notice, across the US and Canada and occasionally overseas.
